Special Features of
Decentralization and People’s Planning |
| |
Decentralisation is an effective
method to transform democracy in to participatory development.
In People’s Planning programme implemented by Kerala
Govt. during 1996-2000, was one of the most efficient system
of decentralization. Vallikunnu Grama Panchayath was awarded
with Swaraj Trophy by the Govt. Kerala for being the best
Panchayath in implementing People’s Programme. |

1. If people’s
participation is ensured in planning and implementation of
need based projects, the quality and transparency of the works
can be improved. There by corruption would be reduced to its
maximum level. This is our experience. We have organized nine
People’s Development Committees during the first half
of 1996, to apply the above concepts. By these organizations,
we could motivate 486 persons, whose whole hearted timely
cooperation was the back bone of later success in many programmes.
One of the main committee was the “Panchayath Development
Committee” ( PDC) which has registered on 26.06.1996.
Under these committees there were 13 ward committees and 112
“neigbour-hood committees”. All these committees
were duly elected as per by its byelaw. Other 8 development
committees are as follows. |

These eight committees were
affiliated with PDC for better co-ordination. This arrangement
was very helpful in ensuring peoples participation, democratically. |

2. For scientific
and right planning, Correct data are essential. To collect
this, we have organized following surveys: |

These surveys helped to provide
enough activities to motivate and activate the above development
committees. Theses surveys were conducted with major contribution
from the people and free labour from the volunteers. For example,
for the first 2 surveys listed above, the fund spent by the
Panchayath was below 4000 rupees, where as the people’s
contribution goes above Rs-2,40,000. ( People’s participation
is 48 times above than Panchayath fund ) |

3. Certain programmes to activate

In public works taken up in
between 2.10.95 and 10.10.96. 90.28%
People’s participation was achieved. |

In works with JRY and untied funds, peoples participation
was 24.5% |

On Gandhi Jayanthi Day, we had exhibited 27 news stands
. The total expenditure for this was by People’s
Contribution. |

The sides of PWD roads were cleaned by 26 clubs and
some political workers. Total fund was collected by people’s
contribution. |

An open air stage was constructed at a market area
near the panchayath. 100% of this expense was contributed
by two persons. |

1.11.96 was celebrated as Re-innovation day. Seventeen
roads were repaired. 98% was by People’s labour
contribution. |

Independence day : 13 road repair works completed by
100% people’s participation. |

Remember, Kerala Govt. had
declared People’s Planning Programme on 17.8.96. Before
that, Vallikunnu Panchayath could take ardent initiation to
arrange necessary, ideal, physical and social conditions for
the success of People’s Planning. |

4.Mass Action Plan
: these are developmental activities in which people
participation in numbers are enormous, and contribution in
labour are ideal and praise-worthy. |

This is a state record in People’s Planning
peiod. “Swaraj State Level Award” has declared in
1998. “Mass Action Plans” played a major role for
consideration of the award. |

Award amount was Rs.5 Lakhs
with a big trophy and a Certificate. In the later 3 years,
an amount of Rs.40 Lakhs was allotted to us as a development
grant by Govt. Another award was given to our Panchayath for
being the best panchayath in “Energy Conservation”. |

The then president Mr. U
Kalanadhan was declared as the best Panchayath President by
Bharath Sevak Samaj in the next year, as Mr. P T Bhaskara
Panikkar Memorial Awards. |

Our president was given few receptions by voluntary
organizations and mementoes were given. |
